PPT2000: Audience Member Cannot Participate in Online Broadcast

SYMPTOMS
One of your Audience members cannot connect to your Presentation Broadcast and receives one of the following error messages:
The NetShow Encoder could not be started
then,
Only users with Administrator privileges may install applications.
or for Internet Explorer 4.x:
Your current security settings prohibit running Activex controls on this page. As a result the page may not display correctly.
then,
An error has occurred. Please contact your System Administrator.
The Audience member may also have problems connecting to your website.
CAUSE
This problem occurs if any of the following are true:
- The audience machine is running Windows NT Workstation, the user did not log in as the Administrator of that machine, and the user does not have permission to install applications.
- The Security Settings for the web browser on the audience machine are set to the most secure possible.
- The audience computer does not have the correct proxy settings configured.
In each of these cases, the audience machine will be unable to install the Windows Media Player 6.x.
RESOLUTION
Windows NT Workstation Permissions
To resolve this problem, the administrator of the audience workstation needs to log on as administrator, or put the user in the Administrator group for that workstation, then install Windows Media Player.
Windows Media Player is available as part of Internet Explorer 5.0 installation and from the Microsoft Windows Media World Wide Web site:

Changing the Security Settings of the Web Browser
Because of the difference in how security settings are set, please refer to the documentation for your web browser for how to permit the installation of ActiveX controls while browsing.
