When you insert a break (for example, a continuous section break) between paragraphs that contain the Keep with next paragraph formatting, the paragraphs may break across two pages instead of remaining together on one page.
This functionality is by design. When you insert a break between paragraphs that are formatted to stay together, Word allows you to manually override the paragraph formatting and allows the break to affect the paragraphs. If you do not manually insert a break between the paragraphs, Word does not allow a soft page break to separate the paragraphs between pages.
This functionality may occur when you manually insert any of the following breaks between paragraphs formatted with Keep with next:
Insert the break before the first paragraph formatted with Keep with next.
NOTE: Do not insert the break between paragraphs formatted with Keep with next.
