WD2000: Picture Editor Change Appears to Be IgnoredID: Q224770

When you change your picture editor in Word and then try to edit an existing picture in a document, the new picture editor is not used for editing the picture. Instead, the picture editor used is the one used to edit the picture previously.
For example:
This behavior is by design. When you edit a picture with a picture editor, the picture becomes associated with its editor.
For example, if you edit a picture using Microsoft Word and press ALT+F9 to view the field code of the picture, you see the following field:
{ EMBED Word.Picture.8 }
{ EMBED MSPhotoEd.3 }
To work around this behavior, you must unlink the picture field to change the picture editor used for a picture previously edited in a document.
To unlink the picture, do the following:
