"Option Is Not Available in This Country" Error Message When Starting Internet ExplorerID: Q227606

When you double-click the Internet Explorer icon on your desktop, you may receive the following error message:
This option is not available in this country, could not locate service
This behavior can occur if the setting in the Internet Explorer Default Icon Class ID (CLSID) registry key is incorrect.
WARNING: Using Registry Editor incorrectly can cause serious problems that
may require you to reinstall your operating system. Microsoft cannot
guarantee that problems resulting from the incorrect use of Registry Editor
can be solved. Use Registry Editor at your own risk.
For information about how to edit the registry, view the "Changing Keys and
Values" Help topic in Registry Editor (Regedit.exe) or the "Add and Delete
Information in the Registry" and "Edit Registry Data" Help topics in
Regedt32.exe. Note that you should back up the registry before you edit it.
If you are running Windows NT, you should also update your Emergency
Repair Disk (ERD).
To resolve this behavior, use Registry Editor to modify the Default Icon value data for the following keys:
HKEY_CLASSES_ROOT\CLSID\{871C5380-42A0-1069-A2EA-08002B30309D}\shell\OpenHomePage\Command\Default
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID{871C5380-42A0-1069-A2EA-08002B30309D}\shell\OpenHomePage\CommandThe Default Icon value data is the full path to Internet Explorer. For example, if you installed Internet Explorer in the C:\Program Files\Internet Explorer folder, the Default Icon value data would be:
C:\Progra~1\INTERN~1\Iexplore.exe
