SYMPTOMS
If the User-Level Access Control option is enabled when you attempt to
share a folder in Windows, you may receive the following error message
when you click Add to add user-level permissions:
You cannot view the list of users at this time. Please try again.
CAUSE
This behavior can occur if Outlook Express is installed on your computer
and the "Make Outlook Express my default Simple MAPI client" check box is selected.
RESOLUTION
To work around this problem, follow these steps:
- Restart your computer.
- Click Start, point to Programs, point to Internet Explorer, and then click Outlook Express.
- On the Tools menu, click Options.
- On the General tab, click the "Make Outlook Express my default Simple MAPI client" check box to clear it, and then click Apply.
- Click OK when you receive the following prompt:
The Simple MAPI client has been changed. You may need to
restart your machine for the change to take effect.
- Click OK.
NOTE
- If you do not restart your computer in step 1, you may receive
the following error message when you click OK:
The Simple MAPI Client could not be changed because MAPI is already
in use. Close all mail enabled applications and restart your
machine. Then retry this option.
This error message may occur even if Outlook Express is the only mail
program that is currently running.
- Quit Outlook Express, and then restart your computer.
To resolve this issue when Outlook Express is not used, follow these steps:
- Rename the Mapi32.dll file located in the \Windows\System folder. For information about how to rename files, click Start, click Help, click the Index tab, type renaming, and then double-click the "Renaming files" topic.
- Extract the Mapi32.dll file from the Net7.cab cabinet file on the
Windows 98 CD-ROM.

NOTE
- If you installed a program which requires a special version of Mapi32.dll, then that program may not function correctly. Please consult the program's vendor for an updated version of the file or for
additional suggestions.
STATUS
Microsoft has confirmed this to be a problem in Microsoft Outlook Express.
We are researching this problem and will post new information here in the
Microsoft Knowledge Base as it becomes available.
MORE INFORMATION
If you want to keep Outlook Express as your default Simple messaging
application programming interface (MAPI) client, add all user-level
sharing permissions while the "Make Outlook Express my default Simple MAPI
client" check box is cleared. Once all user-level sharing permissions are
added, restart your computer, and then click the "Make Outlook Express my
default Simple MAPI client" check box to select it.
When the "Make Outlook Express my default Simple MAPI client" check box is
selected, Outlook Express is used when you send a document from within
another program by clicking Send on the File menu.
