Error Message: Error Writing to Drive C:ID: Q189000

When you start Windows 98, you may receive the following error message on a
blue screen:
Error writing to drive C:
This behavior can occur if your computer's BIOS reports the interrupt request (IRQ) routing information incorrectly.
To resolve this issue, contact your computer's manufacturer to inquire
about an update to address this issue.
To work around this issue, disable IRQ steering. To do so, follow these steps:
