Policy Editor Changes Are Applied to All Users

SYMPTOMS

When you use the Policy Editor tool to change the default user or default computer settings, after you save the changes, the changes are applied to all users and computers instead of only the default user and computer.

RESOLUTION

To resolve this issue, Microsoft recommends you make all the modifications to the default user or computer, and then make the modifications to individuals, groups, or computers. Note that any setting that is not enabled is overwritten by the default user or computer. If this is not preferred, you can remove the default user or computer from the policy file.

Changes you make to the default user or computer affect every other user and computer in the policy file. This is done because the changes are for every user, and policy editor makes these changes automatically.

When you log on, the default user or computer policies are first applied, then the specific user or computer policies are applied and overwrite the default user or computer. It is not possible to avoid the default user or computer policies without overwriting them in the specific user or computer policies.
