International Windows NT Unattended Installation Stops On Time ZoneID: Q171355

If you perform an unattended installation with an international version of
Windows NT, the installation may stop.
This occurs during the GUI portion of setup, when setup reached the time
zone screen. This happens with or without a TimeZone entry in the
Unattend.txt file. If you have a TimeZone entry in the unattend.txt file,
installation will stop no matter which TimeZone string you use in the
unattend.txt file.
The Time Zone strings in the Spanish version use Spanish characters not available in the English version.
The following steps must be done in the Spanish version of Windows NT.
Opening the Unattend.txt file in the English version converts the
characters from Spanish to English.

guarantee that problems resulting from the incorrect use of Registry Editor
