Migrate On/Off Does Not Allow Static Mappings to Be Overwritten

SYMPTOMS
The static <1Ch> entries in your Windows Internet Name Service (WINS)
servers are not being overwritten by dynamic entries, even though you have
Migrate on/off enabled.
RESOLUTION
To resolve this problem, you will need to manually delete the static
mappings using one of the following methods:
- To delete the static mapping entries, use WINS Manager and perform the
following steps:
- From the Mappings menu, click Static Mappings.
- Select the desired mapping, and then click Delete Mapping.
- Click Yes to confirm the deletion.

- Use the Winscl utility, available from the "Windows NT Resource Kit."
Refer to the online help for Winscl, by typing winscl.exe /? at a command prompt.
After you have removed the static entries, the domain controllers for that
domain will need to be restarted or the entries will not be refreshed until
half of the domain controllers' renewal interval with WINS.
NOTE: This is especially important in the case of <1Ch> entries, because
these are queried by clients requesting domain controllers for domain logon
validation. If clients are unable to get a list of domain controllers from
WINS they may get a Domain Controller not found error message and in many
cases lose access to domain resources.
STATUS
Microsoft has confirmed this to be a problem in Windows NT version 4.0 We
are researching this problem and will post new information here in the
Microsoft Knowledge Base as it becomes available.
