Windows 98 does not allow the system to enter a "standby" power state. Instead, the system might enter a "suspend" power state.
Windows 98 does not support the "standby" power state. If the BIOS requests standby, Windows 98 rejects the standby request and sets the system power state to suspend if suspend is supported.
This behavior is by design.
According to section 4.3.1 of the Advanced Power Management 1.2 specification, event code 1 is for standby requests. Windows 95 attempts to set the system power state to standby when handling this BIOS event request. However, Windows 98 rejects a standby request and attempts to suspend the system if suspend is supported.
