Microsoft has confirmed this to be a problem in FoxPro 2.5 for Windows. This problem was corrected in FoxPro 2.5a for Windows.

1. In FoxBASE+ 2.1 for MS-DOS, issue the following commands in the
Command line:
USE demo
CREATE REPORT test
2. Press CTRL+W to save the report and return to the Command line.
Note that it is not necessary to perform any action in the Report
Design screen (saving an empty report that does not contain
any fields or values is sufficient).
3. Quit FoxBASE+ 2.1 for MS-DOS.
4. Start FoxPro for Windows, and then open the TEST.FRM report file.
5. When you are asked "Convert FoxBASE+ report file to FoxPro 2.5
