When you are running the 68K version of FoxPro on a Power Macintosh, the SYS(17) function reports that the processor is a 68020.
The 68K version of FoxPro is actually running in an emulation of the 68K processor on the Power Macintosh. This causes the SYS(17) function to return the emulated processor, which is a 68020.
This behavior is by design.
When you are running the Power Macintosh version of FoxPro, the SYS(17) function reports the following:
