When you attempt to use Internet Explorer to view a secure Web page, you may receive the following error message:
   Internet Explorer cannot open the Internet site https://<address>.
   An error occurred in the secure channel support.
In Windows NT 4.0, this error message can occur if you reapply Service Pack 3 after you install Internet Explorer.
To resolve this issue, follow these steps to update the registry:
1. Click Start, and then click Run.
2. In the Open box, type "regsvr32 rsabase.dll" (without quotation marks),
   and then click OK.
If you need to reapply Service Pack 3 for Windows NT 4.0 after you install Internet Explorer, choose "No" whenever you are prompted to replace newer files during the Service Pack 3 installation.
