To remove international character sets from Windows 95 you need to edit the registry.

WARNING: Using Registry Editor incorrectly can cause serious problems that may require you to reinstall Windows 95. Microsoft cannot guarantee that problems resulting from the incorrect use of Registry Editor can be solved. Use Registry Editor at your own risk.
To remove international characters sets from Internet Explorer, delete all the keys under the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\International
NOTE: If you want to remove only a particular character set, remove only
the corresponding key:
