When you use ACLEDIT to modify the rights of users on folders, the default rights change and become the rights assigned to anonymous users.
The rights change because neither the default nor the anonymous user has an entry id, and therefore, are seen as the same user.
Microsoft has confirmed this to be a bug in the Microsoft products listed at the beginning of this article. We are researching this bug and will post new information here in the Microsoft Knowledge Base as it becomes available.

Run the ACLEDIT program found in the MSSDK\bin directory using the following parameters.
/Profile=<Profile> /store=<Store> /Folder=<Folder Path> /modify
/Position=<N> /Rights=<Rights List>
