This problem may occur when the following conditions are met:
To work around this problem, disable the ToolTips option on the Office
Shortcut Bar. To do this, use the following steps:
Microsoft has confirmed this to be a problem in Windows NT. Office 7.0a and 7.0b automatically turn off Tooltips if the Setup program detects that Windows NT 3.51 is installed. You can turn on Tooltips in the Office Shortcut Bar if Service Pack 4.0 for Windows NT is installed.
The Office Shortcut Bar loses system resources because it uses the system
ToolTip control. This control loses resources when you use it on a computer
running Windows NT 3.51. This behavior also applies to any program that
uses the system ToolTips control.
If you disable the ToolTips option and then re-enable it, the problem will
reoccur.
