Mspsec.dll or Msphlpr.dll Initialization Failure

The information in this article applies to:

Microsoft Proxy Server versions 1.0 and 2.0

SYMPTOMS

When the Winsock Proxy Service tries to start, it may fail with the following error message:

Version 1.0:

   Initialization of the dynamic link library \system32\mspsec.dll failed.
   The process is terminating abnormally.

Version 2.0:

   Initialization of the dynamic link library \system32\msphlpr.dll failed.
   The process is terminating abnormally.

NOTE: This generates an event in the Event Log.

CAUSE

The Winsock Proxy Service has been configured to try to startup as an account other than System. The Winsock Proxy Service must log on as the System account.

WORKAROUND

Change the startup configuration in the Services applet in Control Panel to Log on as the System account.
