EFFECT = ( 1 + Nominal_Rate / Npery ) ^ ( Npery - 1 )
This information is incorrect. The function is actually calculated using this formula:
EFFECT = ( ( 1 + Nominal_Rate / Npery ) ^ Npery ) - 1
