In Microsoft Excel versions 4.0 and 4.0a, if you want a specific toolbar to be opened with a particular workbook, you must open it separately (note, you may want to use a macro to open the toolbar automatically).
In Microsoft Excel version 4.0, active toolbars are not saved as part of a
Microsoft Excel workbook.
NOTE: This behavior is different from Microsoft Excel version 3.0. Note
also that in Microsoft Excel version 5.0, you CAN attach a custom toolbar
to a workbook
In Microsoft Excel version 3.0, the toolbar is activated as a workspace
option. When you save a file or group of files as a Workspace, the
workspace settings are saved along with it.
This behavior is different from Microsoft Excel 4.0: in Microsoft Excel
version 4.0, a Workbook will be saved with the workspace settings as they
appear when you choose workspace from the Options menu, but the toolbar
information is not saved because it is not a workspace option.
When you open a Microsoft Excel 3.0 workspace file in Microsoft Excel
version 4.0, it will be opened as a workbook; therefore, it will be opened
with the Standard toolbar.
