In Microsoft Excel 97, when you run a Visual Basic for Applications macro that tiles the visible workbook windows by using a line of code similar to either of the following
Application.Windows.Arrange xlArrangeStyleTiled
-or-
Application.Windows.Arrange xlTiled
workbook windows may not be tiled or rearranged in any way. Note that you
do not receive any error messages.
This problem occurs if one or more visible workbook windows are minimized.
NOTE: This problem does not occur in earlier versions of Microsoft Excel.

Even though you cannot tile visible workbook windows if one of them is
minimized, you can arrange them vertically or horizontally. You can also
cascade the visible workbook windows.
To arrange workbook windows, use the following line of code:
Application.Windows.Arrange <constant>
In this line of code, <constant> can be one of the following four different
values.
Constant Definition
---------------------------------------------------------------------
xlArrangeStyleCascade Cascade the visible windows.
xlArrangeStyleHorizontal Arrange the visible windows horizontally.
xlArrangeStyleVertical Arrange the visible windows vertically.
xlArrangeStyleTiled Tile the visible windows (a combination of
horizontal and vertical arrangement).
Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article.
In Microsoft Excel 97, use any of the following methods to minimize the window for a workbook:
