When you insert a worksheet into a workbook, the NewSheet event is not triggered.
The NewSheet event will not be triggered if you have saved a default worksheet template (Sheet.xlt) in your Xlstart folder.
Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article.
For more information about events available for the Workbook object, from the Visual Basic Editor click the Office Assistant, type "workbook events," click Search, and then click to view "Workbook object events."
