To pause an application for a specific amount of time, independent of
the CPU speed, create a routine that processes the timer tick
interrupt. The frequency of timer ticks is the same all machines
(approximately 18.2 per second when interrupts are enabled). The timer
tick is Interrupt 1Ch.
