Excel: Protected Windows Don't Arrange Using Arrange AllID: Q44015

Microsoft Excel versions 2.20, 3.00 and 4.00 allow you to lock a
window's characteristics (for example, its size, position, and
hidden/unhidden state), as well as its contents. If a window's
characteristics are locked, it will not be resized using the Arrange
All command. Locked windows remain the same size and in the same
position, and the unlocked windows will be resized as if the locked
window is not open.
