   Activating a pane is useful with functions such as VSCROLL,
   HSCROLL, and GOTO, which operate only on the active pane

This sentence should read:

   Activating a pane is useful with functions such as VSCROLL,
   HSCROLL, and FORMULA.GOTO, which operate only on the active pane

GOTO is a macro command that allows redirection of a macro so that the macro continues running elsewhere. FORMULA.GOTO is equivalent to the worksheet command, Formula GoTo (which is also equivalent to pressing F5).
