Administrator Privilege Required to Change TCP/IP SettingsID: Q163107

When you attempt to change TCP/IP protocol settings while logged on as a user who is not an administrator, you receive error messages. Some example error messages are provided in the MORE INFORMATION section of this article.
To change TCP/IP settings, you must be logged on as a member of the Administrator group. This is by design.
For example, if you use the "ARP -S" command to attempt to modify the ARP cache, the following error occurs:
If you use the "ipconfig /release" command to attempt to release the current IP address, the following error occurs:The ARP entry failed addition failed: 5
If you use the "route add" command to attempt to modify the route table, the following error occurs:Error: Access Denied: Releasing Adapter "<adapter name>"
