Windows NT Terminal does not use the system time format specified in the International Time settings of Control Panel when displaying the current time in the Function Keys display.
Microsoft has confirmed this to be a problem in Windows NT version 3.1 and Windows NT Advanced Server version 3.1. We are researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.
1. From the Control Panel window, choose International.
2. Choose the Change button for Time Format and set the Leading Zero
option to 9:15.
3. Open Terminal from the Accessories group.
4. Select Settings, then select Show Function Keys.
Notice the Time displayed does show a leading zero.
5. Open Clock, set it to display a digital clock, and observe that
Clock will not show a leading zero if the system time format is not
set to display a leading zero.
