SYMPTOMSThe first time you access a menu or toolbar, the response is slower than expected. Thereafter, when accessing the menu or toolbar, the response is immediate.
CAUSEWhen accessing a menu for the first time, an application must initiate or "enumerate" all of their menus, which is why it's faster the second time. Different applications have not only different menu structures, but different ways of achieving this menu flushing. This is why some applications are faster(or slower) than other applications when initializing their menu structures.
STATUSMicrosoft is researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.
