When you open a document by double-clicking its filename in File Manager and the document has been saved with the Read-Only Recommended option selected, no "Read-Only" message appears in Word.
By contrast, if you open the same document by choosing Open from the File menu and selecting the document's name from the File Name list, the following message appears
<documentname> should be opened as read-only unless changes to it need
to be saved. Open as read-only?
where <documentname> is the name of the document you're opening.
Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article. We are researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.
Select the Read-Only Recommended option when you want to recommend, but not require, that others open a document as read-only. When a user opens a document protected with this option, Word indicates that the document should be opened as read-only unless changes need to be saved. The user can open the document either normally or as a read-only document.
