In Microsoft Excel, the data source character set for various file types is not available in the Open dialog box (from the File menu, choose Open).
You cannot specify the character set when you open a file in Microsoft Excel. For instance, dBASE files will always be imported using the ASCII character set, and FoxPro for Windows will generate ANSI-DBF files. As a result of this automatic character formatting, some special characters may be lost or displayed incorrectly. For example, international characters, such as French and German accent marks, may be converted to their corresponding characters in default character set.
