XL97: Attached Toolbar Is Not Saved in 5.0/95 File FormatID: Q157027

In Microsoft Excel 97, when you save a workbook, a custom toolbar that is attached to the workbook may not be saved.
This behavior occurs when you save the workbook in the "Microsoft Excel
5.0/95 Workbook(*.xls)" file format.
NOTE: If you save the workbook in the "Microsoft Excel Workbook(*.xls)"
file format, an attached toolbar is saved with the workbook.
This is by design of Microsoft Excel 97.
In Microsoft Excel 97, you can attach custom toolbars to workbooks. If a
workbook contains an attached toolbar, the toolbar is available to every
user who opens the workbook.
To attach a custom toolbar to a workbook, use the following steps:
