When you customize a menu or a toolbar, the Customize command on the Tools menu is not listed in the Customize dialog box, and you cannot add this command to the custom menu or toolbar.
Note that this behavior may be problematic if you remove the Customize command from the Tools menu, and then attempt to add it back.
To work around this problem, use either of the following methods.
A Customize Menu Item command is available in the Customize dialog box under Macros. To access the command, follow these steps:
1. On the Tools menu, click Customize.
2. In the Customize dialog box, click the Commands tab and click Macros.
The Customize Menu Item command is listed in the commands box.

Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article.
