FTP Cannot Retrieve Files with DBCS Characters in the File NameID: Q220847

Microsoft Internet Information Server (IIS) 3.0 FTP is not able to retrieve (using the GET command) files with the localized (DBCS) characters in the file name when the system is upgraded to SP4. "File not found" errors (in the localized language) occur.
A supported fix that corrects this problem is now available from Microsoft, but
it has not been fully regression tested and should be applied only to systems
experiencing this specific problem. If you are not severely affected by this
specific problem, Microsoft recommends that you wait for the next Windows NT 4.0 Service Pack
that contains this fix.
