DBCS Does Not Translate after MDAC 2.1 InstallID: Q216253

The Japanese data byte character set (DBCS) appears as garbage in the Microsoft Management Console (MMC) when you install Microsoft Data Access Components (MDAC) version 2.1.
The Jet4.0 driver in MDAC 2.1 fails to translate DBCS content into Unicode.
A supported fix that corrects this problem is now available from Microsoft, but
it has not been fully regression tested and should be applied only to systems
experiencing this specific problem. If you are not severely affected by this
specific problem, Microsoft recommends that you wait for the next Windows NT service pack
that contains this fix.
