XWEB: OWA Creates English Special Folders (Contacts, Calendar ...) During First LogonID: Q230273

If you use OWA to log on to a mailbox for the very first time, the following folders are always created in English:
Calendar, Journal, Tasks, Notes, ContactsOnly the standard MAPI folders are localized, which are:
Inbox, Outbox, Sent Items, Deleted Items
Collaboration Data Objects (CDO) is not able to handle different languages. It always uses English as default.
A supported fix that corrects this problem is now available from Microsoft, but
it has not been fully regression tested and should be applied only to systems
experiencing this specific problem. If you are not severely affected by this
specific problem, Microsoft recommends that you wait for the next Microsoft Exchange Server version 5.5 service pack
that contains this fix.
To resolve this problem immediately, contact Microsoft Product Support Services

Microsoft has confirmed this to be a problem in Exchange Server 5.5 SP2.
There is a new registry setting that can be set to choose one of the following languages:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeWeb\Parameters
The new value will be called: DefaultLCIDForCDO1, type: REG_DWORD
The value for this is the LCID that the OWA clients use and want their Outlook folder names in. For example, for Japanese OWA clients, this value should be set to 0x0411. The legal values for this are listed below:
