When you log on to a Microsoft Windows NT 4.0-based computer, you may receive the following error message:
Cannot Start Serial Communication Services. The Remote Access Service is failing to start for an unknown reason.
Close all Applications, disconnect the mobile device serial cable and restart the desktop. If the error continues to occur see Communication troubleshooters in Windows CE Help.
During Setup, Windows CE Services sets the permissions so that everyone can start and stop the RAS Server service.
When an administrator changes the network settings so that the bindings are recalculated, the default permissions are applied so that only administrators and power users can start and stop the RAS Server service.
To resolve this issue, reset the RAS permissions so that everyone can start the RAS Server service.
One way to do this is to reinstall Windows CE Services. During Setup, the permissions are reset as necessary.
