IntelliMouse Wheel Button Opens Menu in Altera MaxPlusID: Q191863

When you press the IntelliMouse wheel button while you are using Altera
MaxPlus 8.1, the pointer (a single arrow or multiple arrows that point in
the directions you are able to pan) and a menu appear on the screen.
Although you can use the IntelliMouse to scroll or pan through the window,
the menu remains in a fixed position.
This behavior can occur because the Universal Scrolling feature is not compatible with Altera MaxPlus 8.1.
To resolve this issue, add Altera MaxPlus 8.1 to the Exceptions For
Universal Scrolling list. To do this, follow these steps:
Altera MaxPlus 8.1 defines both the middle and right buttons of a
three-button mouse as the right mouse button.
