You may experience this problem after you run the Office 97 File and Registry Eraser Utility and you are using Microsoft Windows NT version 4.0 and Internet Explorer 4.0.
To correct this problem, reinstall the file Comcat.dll. To do this, follow these steps:
Regsvr32 c:\winnt\system32\comcat.dllWhen you click Ok the following dialog should appear:
DllRegisterServer in c:\winnt\system32\comcat.dll succeeded.
Microsoft has confirmed this to be a problem in the Microsoft products
listed at the beginning of this article. An updated version of the Office
97 File and Registry Eraser Utility is available that does not cause this
problem with Microsoft Windows 98.

Q119591 How to Obtain Microsoft Support Files from Online Services
The Office 97 File and Registry Eraser Utility removes most of the files
and Windows registry settings that remain on the computer after you remove
Microsoft Office 97. This utility is designed to be run after you run the
Setup program for Office 97 and click Remove All. When you run this
utility, it removes shared system components. The Microsoft Internet
Explorer Active Desktop requires these components and does not work
correctly after the files are removed. To restore the Active Desktop,
reinstall the file Comcat.dll.
