When you install Internet Explorer on a Windows 3.x operating system, the license agreement for Internet Explorer is displayed even though the package that was created with the Microsoft Internet Explorer Administration Kit (IEAK) was a corporate package.
This problem occurs if Internet Mail is not added as an optional component in the IEAK wizard. If Internet Mail is included as an optional component, the license agreement for Internet Explorer will not be displayed.
To work around this problem, do one of the following:

This appears to be a problem in the build process where the non-license agreement version of Setup.exe is not included in the Internet Explorer without Internet Mail build files.
