"Svctrl.exe" Error Running Personal Web Server in Windows NT

The information in this article applies to:

Microsoft Personal Web Server versions 1.0, 1.0a for Windows 95
Microsoft Windows NT Server version 4.0
Microsoft Windows NT Workstation version 4.0

IMPORTANT: This article contains information about editing the registry. Before you edit the registry, you should first make a backup copy of the registry files (System.dat and User.dat). Both are hidden files in the Windows folder.

SYMPTOMS

When you install the downloadable version of Microsoft Personal Web Server to a computer running Microsoft Windows NT 4.0, you receive the following error message at the end of Setup:

   Can't run 16-bit Windows program.
   This application is not supported by Microsoft Windows NT.

You are then prompted to restart your computer. After restarting the computer, you receive the following error message:

   Svctrl.exe - Entry Point Not Found
   The procedure entry point ConvertToGlobalHandle could not be located
   In the dynamic link library KERNEL32.DLL.

You may have to click OK a few times to get into Windows NT.

CAUSE

The downloadable version of Personal Web Server is designed to run in Microsoft Windows 95 only. It does not run in Windows NT.

Windows NT Workstation 4.0 supports only Microsoft Peer Web Services, included on the Windows NT Workstation CD-ROM. Windows NT Server 4.0 supports only Microsoft Internet Information Server, which is included on the Windows NT Server CD-ROM.

RESOLUTION

Remove Personal Web Server for Windows 95 using the method listed below and then install the Web services included with your version of Windows NT 4.0.

NOTE: You must remove Personal Web Server first. If you do not, the Web services for Windows NT will install the World Wide Web (WWW) or file transfer protocol (FTP) services incorrectly. Although you will not receive any error message, the only service you will be able to run is the Gopher service.

Removing Personal Web Server

The Personal Web Server uninstall program does not run in Windows NT. To remove Personal Web Server for Windows 95, you must manually delete the folders in which the program was installed and manually remove the entries created in the registry.

WARNING: Using Registry Editor incorrectly can cause serious, system-wide problems that may require you to reinstall Windows NT to correct them. Microsoft cannot guarantee that any problems resulting from the use of Registry Editor can be solved. Use this tool at your own risk.

To uninstall Personal Web Server from Windows NT, follow these steps:

1. Delete the WebShare folder from the root folder of the drive on which

   Windows NT is installed.

2. Delete the Program Files\WebSvr folder in the root folder of the drive

   on which Windows NT is installed.

3. Start Registry Editor.

4. From HKEY_LOCAL_MACHINE, remove the following subkeys:

    - SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\inetsw95.exe

    - SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\Personal
      WebServer

5. From HKEY_LOCAL_MACHINE, remove the following values:

    - SOFTWARE\Microsoft\Windows\CurrentVersion\Run

         Microsoft WebServer

    - SOFTWARE\Microsoft\Windows\CurrentVersion\RunServices

         Microsoft WebServer

6. Quit Registry Editor and then restart your computer.

Installing Web Services in Windows NT

To install Microsoft Peer Web Services for Windows NT Workstation 4.0, follow these steps:

1. In Control Panel, double-click Network. (To access Control Panel, Click

   Start, point to Settings, and then click Control Panel.)

2. On the Services tab, click Add.

3. Click Microsoft Peer Web Services, and then click OK.

4. Insert the Windows NT Workstation CD-ROM when you are prompted.

To install Microsoft Internet Information Server for Windows NT Server 4.0, follow these steps:

1. In Control Panel, double-click Network.

2. On the Services tab, click Add.

3. Click Microsoft Internet Information Server, and then click OK.

4. Insert the Windows NT Server CD-ROM when you are prompted.

STATUS

Microsoft has confirmed this to be a problem in Microsoft Personal Web Server for Windows 95. We are researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.
