In Microsoft Project 98, negative Baseline Cost and BCWS values appear, even though there are no negative costs on tasks in the project.
The negative costs appear when you assign a zero unit or zero work resource to a task and the cost accrual setting for the resource is at the End.
To workaround this problem, for resources that are assigned to tasks at
zero units or zero work, change the cost accrual from End to either Start
or Prorated. To do so, follow these steps:
Microsoft has confirmed this to be a problem in the versions of Microsoft
Project listed above.
This problem was corrected in Microsoft Project 98 for Windows, Service
Release 1 (SR-1).
