Err Msg: Setup Cannot Create Files on Your Startup Drive and Cannot Set Up Windows 98

SYMPTOMS

When you attempt to upgrade from Microsoft Windows 95 OEM Service Release 2 (OSR2) to Windows 98, you may receive the following error message:

SU0013
Setup cannot create files on your startup drive and cannot set up Windows 98.


CAUSE

This behavior can occur if drive C on your computer is configured as a removable media device and the drive is using the FAT32 file system.


RESOLUTION

To work around this behavior, run Setup from within the MS-DOS environment:

  1. Start your computer with a Windows 98 Startup disk. If you do not have one, you may be able to create one on any computer that has a CD-ROM drive. For information about how to do so, please see the following article in the Microsoft Knowledge Base:

  2. On the Startup menu, choose Start Computer with CD-ROM Support, and then press ENTER.


  3. At the command prompt, type <CD-ROM drive>:\win98\setup, where <CD-ROM drive> is the drive letter assigned to your CD-ROM drive, and then press ENTER.


  4. Follow the instructions on the screen.
