Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article. This problem was corrected in Microsoft FrontPage 97 for Windows with Bonus Pack.
When a protected resource on a Web server is requested before a client
login, the Web server will return an "HTTP 401 Access Denied" message,
along with a WWW-Authenticate header detailing the types of authentication
schemes available. If FrontPage does not receive the WWW-Authenticate
header type of "Basic," it will not be able to send the password to the
server.
