No Version Information in File Manager for 16-Bit WOW App

SYMPTOMS

An attempt to view version information for 16-bit Windows-based applications in File Manager or with the Windows NT version functions fails. An attempt by a 16-bit Windows-based application to view the version information of a Win32 application fails as well.
