XADM: Meeting Requests Are NDRd if Recipient's Mailbox Has Exceeded the Storage Limit and Has a Delegate Defined

SYMPTOMS

When a Microsoft Exchange Server user sends a meeting request to another user whose mailbox has exceeded the defined per-mailbox storage limitation and which also has a delegate defined with editor permissions for Calendar and Tasks, the sender will receive a non-delivery report (NDR) similar to the following:

From: System Administrator
To: User1
Subject: Undeliverable: Subject

Your message did not reach some or all of the intended recipients
Subject: Subject
Sent: dtg of sent item

The following recipient(s) could not be reached:

User2 on dtg

Either the message size exceeds the maximum allowed for the recipient or transport, or you have exceeded the storage limit on your mailbox.

MSEXCH:MSExchangeIS:Domain Name:Server Name


CAUSE

The Exchange Server information store does not allow Inbox Rules to start when the mailbox size limit has been exceeded.


RESOLUTION

A supported fix that corrects this problem is now available from Microsoft, but it has not been fully regression tested and should be applied only to systems experiencing this specific problem. If you are not severely affected by this specific problem, Microsoft recommends that you wait for the next Microsoft Exchange Server version 5.5 service pack that contains this fix.

This hotfix contains new functionality that can resolve this problem through a registry parameter:
Hkey_Local_Machine\System\CurrentControlSet\Services\MSExchangeIS\Parameter sPrivate
Value name: Apply Mailbox Quota to Rules
Data Type: Reg_DWORD
If this value is non zero, messages sent by rules will still have the mailbox quota checked. If the value is not present or 0, messages sent by rules will ignore the mailbox quota for sending.


STATUS

Microsoft has confirmed this to be a problem in Microsoft Exchange Server version 5.5.
