On the Actions menu, point to New Mail Message Using, and then click Microsoft Outlook Rich Text.

Change the Message Default Format

  1. On the Tools menu, click Options.

  2. On the Format tab, under Send in this message format click Microsoft Outlook Rich Text.

  3. Click OK.

  4. Create a new mail message.

STATUS

Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article.
